The temperature air must cool to before water vapour condenses out of it. At that point relative humidity is 100%.
Relative humidity depends on temperature, so 70% humidity means very different things on a cold day and a hot one. Dew point is an absolute measure of how much moisture is in the air.
As a rough guide, most people find a dew point above about 16 °C (60 °F) noticeably humid, and above about 21 °C (70 °F) oppressive.
Within roughly 0.4 °C over about −40 °C to 50 °C, which is well inside everyday use.
